			<content:encoded><![CDATA[<p>On October 7th and 8th 2007 the first TAN &amp; NAILS event will take place in Bolzano. This novel exhibition and congress concept, full of synergistic effects for the tanning, nails and beauty businesses, is being organised by Health &amp; Beauty Trade Fairs GmbH in association with the Messe Bozen exhibition centre.<br />TAN &amp; NAILS is aimed at manufacturers, distributors and suppliers in the tanning and nail care/nail design sectors. There will also be an exclusive, integrated area dedicated to a presentation of the very latest trends in the cosmetics industry. Tanning, nail design and exclusive cosmetics trends are thus the three cornerstones on which the new exhibition is based, and which position it as the new meeting place for tanning and nail care professio-nals, and professional beauticians. The event offers a unique opportunity for Italian, and of course international beauty care professionals to take a peek at what is happening in other areas of the industry. <br />In addition to the trade fair a very attractive programme of supporting events, presented by qualified experts, will round off the event. It could even be that they hold the record as one of the longest established sunbed companies in the UK. Managing director, Leon Kirton, explained to Tan-Biz that the company owes its success to the quality of product and excellent customer service that Epcot offers to all its customers. </p>

The Health &amp; Safety Executive (HSE) in the UK have said that they expect to see the new limits applied to both new and existing sunbeds in the UK, &quot;but exactly how this will be applied is still under debate&quot;.</p>
<p>At Sunquest, we already have designs for beds ready for production which will meet the new limits, but we need to see what the revised version of the new Euronorm (EN 60335-2-27) will say before we will know exactly how this will be done. 			<content:encoded><![CDATA[<p>What is happening in Belgium right now sheds vital information on the process of implementation of 0.3 in the rest of Europe. For the UK, this process does not even appear to have begun yet but we can see from the Belgian experience what that actual process is.</p>
<p>The Belgian Sunbed Association (Behal Geras) has a very good relationship with the ministry responsible for sunbed safety in salons (ie. Belgian Ministry of Consumer Protection) and the two have been in close negotiations about how to implement the new regulations announced by the EU on 22nd January 2007. These regulations concern the 0.3 Watts per square metre limit on erythemal output from sunbeds following the SCCP report last summer.</p>
<p>According to Raymond Heeren, Chairman of the Belgian Sunbed Association (Behal-Geras) and of ESA, ‘Until now, we were working on the proposition that both new and existing tanning equipment would have to be adapted to the SCCP criteria on 1st August 2008. (Yes 2008). Our main contact at the ministry was defending this option for us with regard to other ministries involved. On the 15th March 2007, he telephoned me to say that he had agreed with the Ministry of Health that existing tanning equipment could comply on 1st March 2008 but that for new units they had not reached agreement - but it seemed possible that they would also accept 1st March 2008. Our only fear was that someone would interfere with these delicate negotiations by putting a parliamentary question on the issue of sunbeds before negotiations could be concluded.</p>
<p>Our fear became reality. On Monday 26th March, one MP put a question to our Minister of Health, concerning the Harry Moseley report* (3 times the risk of skin cancer due to 3 times more UV output in sunbeds than 10 years ago), who in his turn asked the Minister of Consumer Protection what they would do about it. So, they had to answer on 28th March and could not wait any longer for the result of our discussion. Therefore, as a result of this intervention, the decision has changed to this: New units have to comply from the 23 of July 2007. Existing units in the market have to comply on the 1st March 2008.</p>
<p>In the meantime, we are preparing together with the Ministry of Consumer Protection, a flyer to inform tanning salon owners of the final decision in Belgium. The plan is to distribute this flyer in April. We, BEHAL-GERAS, will organize the distribution of this flyer.’ Raymond Heeren, Chairman, Behal-Geras, and Chairman, ESA.</p>
<p>* The recent study by Dr. Harry Moseley of the Photobiology Unit at Ninewells Hospital and Medical School in Dundee, claimed that the risk of developing skin cancer from sunbed use had doubled to almost trebled in the last ten years, as tanning lamps in sunbeds had become 2 to 3 times stronger. This claim was immediately rejected in the UK by TSA and, as a result, the story was met with a much more balanced approach by the press. The BBC, online and printed press used much of the statement issued by TSA, which included these words: ‘Where tubes with greater UV output are used, the sunbed session length is reduced accordingly, which means the same amount of UV dosage is received by the sunbed user.’</p>]]></content:encoded>

			<content:encoded><![CDATA[<p>Philips Lighting is already ahead of new EU tanning regulations. In March this year the Philips ConsistancyTM Class III lamp was introduced, a product designed to support tanning salons to comply with the new regulations. But what is this new opportunity?</p>
<p>In a recent German research project involving tanning salon customers and non-customers, it came to light. When comparing tanning users versus non-users, results showed that 25% of the non-users are in fact potential users. For an astonishing 82% of these potential non-users, salon Accreditation was seen as an important motivating factor and almost half of that group would visit a tanning salon if it was Certificated in a way that was recognized by the authorities. So, from previous studies we know that German salon customers are not so very different from UK salon customers. Therefore, we now know that potential non-users are more likely to become tanners when salons are Accredited. </p>
<p>The New EU tanning regulation guidelines will take effect on 22 July 2007. Peter Willem van Leeuwen, European Sales Manager of Philips Lighting explains: ‘the new EU regulations will offer some great advantages. They will limit the output of tanning equipment to a level comparable to the natural tropical sun so that the new generation of tanning lamps and sunbeds will provide a more natural output. In addition, tanning customers will get a more gradual tan that is long-lasting and gentler to their skin.’</p>

			<content:encoded><![CDATA[<p>On 22nd January 2007, the EU introduced a new law for the whole of Europe limiting the output of sunbeds to 0.3W/m2 erythemally weighted. This will affect all new sunbeds from 23rd July 2007, but we do not yet know when (or indeed whether) it will affect existing equipment in salons as at 22nd July 2007. However, it makes sense to be forewarned about what would be involved before it happens.<br />In our feature “0.3 – What it means to salons”, on page 20, we implied that lamps, filters and ballasts may have to be changed in order to comply with the new regulation, which limits erythemal output (ie. the burning rays). However, we did not mean to imply that you have to do all three! Either the ballasts or the lamps or the filters may have to be changed. In practice, it will in most cases be easier to change the lamps and the filters rather than the ballasts. For low pressure lamps, yes, they will have to be changed if you have been using lamps with a high UVB output before you changeover. <br />High Pressure Filters may have to be changed but this must be checked fully first. Lamp manufacturers are currently doing a great deal of testing to find out the minimum changes necessary to be compliant. According to Phil Nelson at Heraeus Noblelight UK, who make the Original Hanau range of low pressure and high pressure lamps: “We are doing tests at the moment in Hanau, Germany. Ballasts do not have to be changed if you change the lamps and filters. Salons can still use their existing 100w, 160w, 200w or higher ballasts, as fitted. The ballasts will not change. The tubes and their contents will be the only physical change necessary, together with the tanning times. In Spain salon owners use 0.7 UVB tubes at 160w, and 0.6 UVB at 180w or 2m. So there is no need to change the ballasts.”</p>]]></content:encoded>
